The Tower of Victory at Washington’s Headquarters State Historic Site in Newburgh, NY was commissioned by Robert Todd Lincoln in 1883 to commemorate the 100th anniversary of the ending of the Revolutionary War. Newburgh, New York was chosen as the site for this important American monument because of the city’s historic character and because at Washington’s Newburgh Headquarters served him the longest of any during the Revolution – more than 16 months. By 1883, Washington’s Headquarters in Newburgh had already been a publicly-owned historic facility for over thirty years. It is the oldest such site in the nation.
